On the game box, why does it look like there are two missing terrain maps around the Shadow Realm?

Because there are two missing terrain maps around the Shadow Realm.  These terrain maps have been left out to force players to use the Gate system for games with more than two maps.

Will the missing maps be available in future expansions?

That would be telling.
